PM90874: Adding a utf16le_file to source control in a CCRC web view fail

Error description

• Using IBM Rational ClearTeam Explorer (CTE) v8.0.0.2 to add a
  UTF-16 encoded file to ClearCase source control may fail with an
  error message:
  CRMAP7009: CCRC command 'Mkelem' failed: CRMSV3043: Unable to
  create new element for
  '/var/adm/rational/clearcase/ccweb/user1.group1/user1_UCMProject
  /vobs/comp/CCRC_Test_File1.sql'
  
  CCRC WAN Server: Error: Unable to load 'CCRC_Test_File1.sql':
  unknown error in VOB.
  CCRC WAN Server: Error: Additional information may be available
  in the view log on host 'wanserver.mycompany.com'.
  CCRC WAN Server: Error: Errors were encountered in loading
  '/vobs/comp/CCRC_Test_File1.sql'.
  CCRC WAN Server: Warning: Trouble updating name
  'CCRC_Test_File1.sql' in snapshot view: error detected by
  ClearCase subsystem.
  A separate update may need to be performed in order to reflect
  the results of the operation in the snapshot view.
