Error description
** ** Note: This APAR adds message IST1386I to ISTINMAV to report ** the allocation return code and reason code for device ** allocation failures. ** Sense 081C0010 was returned for an ACTLINK failure. The Messages and Codes manual states the link was already in use, but the device was not allocated to any other address space. ALLOCATION had failed for the device. MSGIST380I reports the ACTLINK failure and sense code 081C0010. Sense 081C0010 is set anytime VTAM's ALLOC request gets a non-zero return code from SVC99 (SVC 99). This can occur whether the UCB is already allocated or not. SVC99 is issued by the ALLOC segment in ISTINMAV.

There are numerous reasons why SVC 99 may fail. SVC 99 does return a reason code in the SVC 99 parameter list, but it is necessary to trap after the SVC 99 in ISTINMAV to see what that reason code is. Once the reason code is known, it can be looked up in the MVS/ESA Application Development Guide, in it's chapter on SVC 99. The description of the reason codes in that book are usually sufficient to determine the error.
Problem conclusion
ISTINMAV has been changed to issue message MSGIST1386I when a vary activate command is issued for a channel attached device and device allocation, SVC 99 to allocate the UCB for the device, fails. IST1386I is issued to pass the dynamic allocation reason code to the issuer of the vary command. The dynamic allocation reason code gives an explanation for the failure. The explanation of the reason code can be found in the MVS/ESA System Program Library: Application Development Guide in the chapter on "Requesting SVC 99 Functions." Refer to the VTAM Messages and Codes manual, Version 4 Release 1 (SC31-6418-00), for a complete description of IST1386I.
