Problem
When you try to launch the cognos configuration utility for BI Server. It tell that another instance of this utility is already running or in use. And you are not able to save any changes you make with cognos configuration.
Cause
This is caused by a new security feature added to Windows Server 2008 called UAC.

Resolving The Problem
To resolve this issue always run IBM Cognos Configuration utility as Administrator. To set this setting just right click on IBM Cognos Configuration icon and left click on properties. Under the shortcut tab click Advance and then put a check in the box in front of 'Run as Administrator'.
