IT11211: ESQL CAST CHARACTER TO BLOB TRUNCATES VALUE

Error description

• When using ESQL, you can use the CAST function to cast between
  different datatypes.
  If you cast a CHARACTER string to a BLOB, and the value is over
  a certain length, the resulting BLOB value will be truncated.
  
  The length at which truncation occurs depends on the character
  set (CCSID) being used, but is likely to be around 32 or 64KB.
  
  Similar truncation is also observed casting from CHARACTER to
  BIT.

• The product now ensures that the result of the CAST is not
