APAR Error Description / Circumvention

-----------------------------------------------
When calling NETSTAT API QtocLstNetCnn, it fail with CPF3CF2,
and a MCH3601, if the connection list qualifier parameter
contains the string "*TCP" on the "Net Connection type" field.

CORRECTION FOR APAR SE28912 :
-----------------------------
When using *TCP on the connection type resulted in the code
following a path where some uninitialized variables, caused the
use of an uninitialized pointer.

CIRCUMVENTION FOR APAR SE28912 :
--------------------------------
*ALL net connection type can be used instead of *TCP for the
NCLQ0100 request format.
