Error description

• Using the remote debugger with Debug Tool of a COBOL V4 program
  with an unsigned comp-3 item which has a x'C' as the sign
  nibble, Debug Tool shows error message 'EQA2377E Invalid data'
  instead of showing the value of the data item.

  The COBOL runtime did not consider a sign nibble value of
  x'C' as a valid value for an unsigned COMP-3 data item.
  

Problem conclusion

• The COBOL runtime will be changed to support all valid
  sign nibbles for an unsigned COMP-3 data item: x'A', x'C',
  x'E', x'F' when running under Debug Tool.
