IBM has worked with the City of Chicago Office of Emergency Management and Communications (OEMC) to implement one of the most advanced city-wide intelligent security system ever conceived. The engagement is a part of Chicago's Operation Virtual Shield, a project that encompasses one of the world's largest video security deployments. The OEMC video network is designed to allow city officials to monitor such mundane activities as traffic patterns on a day-to-day basis, while also being able to detect suspicious activity and potential public safety concerns from a centrally monitored system.

In collaboration with the Metropolitan Pier and Exposition Authority - owner and operator of the Chicago Navy Pier - IBM designed, built and implemented one of the world's most advanced, integrated network video monitoring systems for the Navy Pier. In addition to local monitoring from the Navy Pier's command center, the complete monitoring environment is also accessible by the Chicago Office of Emergency Management and Communications (OEMC), the City's 911 and incident management center, and by the Chicago Police Department (CPD) Marine Unit, the City's first responders for water-related incidents. The video streams continuously for live viewing by security professionals and is recorded and archived for post-event review and analysis.
